Minutes of Meeting February 2, 2016

General Meeting called to order at:       6:50 p.m.

Secretary’s January minutes: motion by Ken R, second Ed S approved

Treasurer’s January report: motion by Tom D, second Kirk L approved

Membership Update: Jim Pace reported +/- 280 members. Aiming for 300. He has an incentive for those recruiting – a veteran’s knife. More members give the Chapter more clout at state and national.

Old Business:      a. Wednesday March 30, a “Welcome Home” breakfast occurs at VFW 9301. Free for veterans, admission by donation.

  1. Bottle auction is Feb. 12th at 6:45 together with shrimp night karaoke and a raffle for silver coins. One bottle per couple please. Let them know if you will attend. Proceeds go to the service fund. Randy Elmore recruited as auctioneer (?)
  2. Scholarship discussion and vote

The scholarship committee report was presented by Bill Bowen. Briefly the committee suggested funding an endowment. We will give the Viet Nam children’s school $850.00. The remainder of the approximately $36,000.00 to go to the Bellingham Technical College (BTC) OR the Whatcom Community College (WCC).

Motion by Ken Richardson to establish an endowment of $30,000 at BTC, give the Viet Nam kids $850.00 and retain the balance in the scholarship fund for possible scholarship emergencies.

Randy Turnbull asked criteria the scholarship presently has. Gary Lysne presented the criteria. Applicants must prove their academics by: a minimum of two quarters successfully completed, have a personal link with Whatcom County, and be a vet or close relative (child, grandchild) of a vet.

It was asked how involved will the chapter be in the selection process. Will the school submit applicants for approval by the chapter?

Ed Simmers asked for clarification that tonight we decided on the endowment and amount, the criteria can be presented next meeting. Agreed.

Tom Modica made a friendly amendment that $25,000 go to BTC and $11,000 to WCC with the understanding that the WCC amount is not large enough to establish an endowment. Second by Randy Elmore.

Rich Martinez asked if there were more than two options.

Randy T asked how do we pay for administration. The college charges a 1% fee.

Gary L supports the amendment asking if there is a need for an emergency scholarship fund.

Ed S asked if we should distribute all monies or retain a reserve.

Rich Brummett asked if the $850.00 for the Viet Nam kids will be this year. Yes

Gene Goldsmith suggested that we have seed money for scholarships. This did not receive general support.

Ken R suggested that we do not split up the monies.

Tom D called the question on the amendment. Motion failed, gaining only 7 votes.

Kirk L made a friendly amendment that all $36,000 go to BTC. Second by Lonny R. after more discussion about having more impact with a larger endowment, the amendment was passed overwhelmingly.

A member called the question on the original motion as amended – passed nearly unanimously. Thanx to Bill Bowen, Kirk Lyon and Gary Lysne for the committee work.

New Business:    a. Nominations for officer committee Randy T and Randy E

  1. Memorial Day ceremony May 30th. Ken R takes lead on preparations. Park is already reserved. We may have LTC Lisa Kirk Brown as speaker.
  2. tom Modica noted the VASH bus pass account is running low. Looking for additional funds.

Next meeting is, 2015.


Good of the Order: a. Check VFW calendar

  1. Ken suggested that we all complete a Viet Nam vet’s survey by WWU student voice. A link will be provided for the survey.
  2. Tom Modica reminded all that he recycles printer/toner cartridges and dead cell phones making $75 a shipment for the chapter.
  3. Rich Brummett has a friend in Saigon who is supporting four kids in the Dragoon program. Thanked the chapter for its support.
  4. Whatcom Allied Veterans Council is supporting a conflict memorial with the following timeline:

2017 dedicate a WWII memorial

2019 dedicate a Korean memorial

2019 (?) 2020 dedicate a Viet Nam memorial

Possible Iraq / Afghanistan modern warfare memorial

This meeting was well attended (37). It was really good to see so many faces. Keep on coming.
